The understanding of societies from the self directly opposing the concept of the "other" in the post-war period reached levels not previously experienced with the introjection of neoliberalism.In Brazil, we are experiencing the development of an ongoing process, which crossed historical landmarks and established itself as an ideological landmark in the relationship between the State/Security National/Public, accelerated by the individualizing neoliberal discourse.The process was made explicit in this pandemic situation, in relation to the prison population, which is the target of an extreme discourse by sectors of society, in addition to not caring about mass contamination (COVID-19), demonstrating in a superimposed way the desire to exterminate this "other".Thus, the intention of this article is to present premises that may allow a key to unveil in the historical social process, the neoliberal discourse present in the state institutions responsible for public security and criminal justice.
