The land registry consists in surveying the physical, legal and economic information from the land lots. This allows the towns, and the country, to keep updated the land databases regarding location, area, outline, access, land value, and legal status. This is a support to be used in the public policy-making, investments, territory ordering, and infrastructure works. Today, the rural land registry shows a great lack of updating, almost 95 %, which indicates that the processes, rules and resources are not being used efficiently. This fact has a direct impact on both the local and regional territorial projects. For this reason, the challenge of the multi-purpose land registry lies in having new regulations that take into account the decentralization when executing the registry, hiring land registry experts and transforming it in a public service. In addition, the methodology set out herein is intended to show that the direct participation of the owners in the process would yield efficient results in the medium term
