The aim of this book is to explain the changes that lead to the displacement of the problems of national security for citizens in Colombia and the role that meets the National Police in this change. The theoretical framework is based on the contractualism and theories on contemporary conflicts. As a methodology, descriptive exercises of empirical observations of non-actors are carried out states of the conflict, and statistical information is collected from official sources of the National Government, Latin American surveys of administrative records and surveys of the National Police. As the main result, the carácter intermesis of security problems and the urgent need for solutions through cooperation between States, in particular between law enforcement agencies. In conclusion, as threats from the internal order, which come from the guerrilla or state security, and the real absence (current and future) of external threats to national sovereignty, new problems are grouped in citizen security and are of a intermestic, since they disturb both the national and international environment. Of the Similarly, it indicates a coexistence of threats and problems, and a change in the security needs of citizens.
