With this publication the author presents an analysis of the coverage, inclusion, quality and reforms to which the educational system has been subjected in the five regions that make up the Colombian national geography. In addition, it reveals the origin of universities in Colombia, proposing the creation of a new model for the optimization of learning called "The Academic Legion", with which seeks to generate a monitoring tool that allows to be more efficient in improving Short term of academic averages, administrative and operational management. All this in order that the university community in general, obtains a greater control of the quality of its processes and results.
