Introducing the multipurpose cadastral system in Colombia is a historic opportunity to go beyond the traditional cadaster, which is now only used as a municipal fiscal tool. The idea is to build this information in a way that brings it closer to the territories and to the people, so that it contributes towards legal security for property rights, and makes the rights and responsibilities involved transparent for all. In addition, it must become the irreplaceable tool for public decisionmaking. This proposal includes developing the cadaster in a decentralized manner, and, to that end, give it the required institutional support, and the proper recognition as a tool that provides territorial information to citizens and the State at all levels, which will serve as support for land-use planning, productive land use, the restitution and formalization of property rights, and the management or reduction of conflicts over land use, among other aspects. Beyond the resistance to change that institutions are subject to, this is a great challenge that we must overcome.
