This article contains policies and concepts, in order to generate reflection and debate that lead to proposals and solutions on the issue of educational inclusion of populations in situations of disability. Initially, the description is made of the rights that define education as an essential training institution and a documentary study of concepts established by different authors. Subsequently, the current problem of educational inclusion of the populations in a situation of disability from a qualitative aspect is presented, focusing mainly on the processes of access, stay and promotion of Deaf people in the Colombian Higher Education system; Some policies established and carried out by different institutions of higher education in Colombia are cited, in order to create solutions to the problem under discussion. As a result, we propose the construction of an educational inclusion model for Deaf people, with an emphasis on the labor projection of individuals as the ultimate goal of their inclusion in society.
