The research followed a descriptive-comparative cross-sectional design based on six sigma. From its central purpose Transform society through the formation of a human capital highly competent in the ethical and professional, with sensitivity and social commitment, promote the generation of knowledge, science and technology, thereby contributing to regional sustainable development, national and international, with a challenging objective to be recognized nationally as a Higher Education institution for the quality in the training of professionals and the commitment of continuous improvement in search of the excellence of its teaching, research and social projection processes, it is created for the University, a management model for the preparation of Development Plans and in its advance in the planning culture elaborates the Institutional Development Plan for the period 2011 - 2019, whose compliance to 2012 has been 100% in its indicators for this first year 2011-2012
