The article presents the results of the research carried out in the municipalities of the department of La Guaji-ra, Colombia, where there are conflicting situations re-sulting from the use and abuse of the use of psychoacti-ve substances, given their characteristics, the affections that arise generate related problems To illicit drugs, whose causes are determinant for future studies, the National Drug Policy, establish guidelines and strate-gies to mitigate and prevent social scourge in the fa-mily, individual and institutional domains. Likewise, the Childhood and Adolescence Code, Law 1098 of 2006, strengthens the capacity for interpretation, argumenta-tion and proposition of alternative solutions at the mo-ment of applying the rules that govern the system of Cri-minal Responsibility for Adolescents, which support the doctrine of Integral protection, however they have lac-ked effectiveness denoting proliferation of social patho-logies as a result of the indiscriminate use of drugs in the vulnerable sectors of society.
