This paper examines the concept of Cultural Diplomacy (CD) as a tool in Colombian foreign affairs. CD is defined here as the exchange of ideas, information, art and other cultural aspects between nations and their people, between states and the international civil society, in order to foster a mutual understanding. My proposal takes into consideration one of the main components of CD through a particular case —the Colombian Cultural Offer in England. I analyzed how this last one has been used by CD in terms of strategic foreign State policies. This is a model of operationalizing CD, and suggests its institutionalization as a way to ensure its success in the long term.
