Dworkin, do the context with the book of Cesar Rodriguez, important author of the national doctrine This paper presents an application of a methodology of the “Delphy” type or experts’ advice which g to identify and prioritize strategic project that involve three important actors: the academy, the company and the state. This methodology helps to project the role of the academy in the society, relate its tasks with the community demands, thus generating a quality investigation pertinent to the manufacturing sector. The main objective of this methodology is to enhance and make more efficient the Academy-Company-State.
