This paper shows development and progress of a research in process in the Universidad Distrital Francisco José de Caldas by Expert Systems and Simulation Group (E.S.S.), aimed to analysis of Public Policy (PP) formulation, specifically the allocation of resources of the General System royalties using System Dynamics. Presents first the current situation of the General System of Royalties (SGR) identify that not always the resources are allocated in the order to satisfy the basic or urgent needs of a population. To perform a deeper analysis of how this process could be done, we proceed to perform a model with system dynamics which seeks a better approach to reality considering technical aspects, and how experts suggest that public policy should be performed; actors, both social, political and private, as well their interest. Then we describe the diagrams, result of the investigation and the base model proposed for validation. Finally we present the results and the comparison with reality that triggers the current distribution.
