This article discusses the political changes of the public policy of victims in Medellin, which was preceded by the public policy of attention to forced displacement and the people affected by this phenomenon. It approaches some basic conceptual references about public policy, and the subject of political changes. The article uses a variety of concepts and methodologies in order to analyze some variables related to the transformation produced in the national public policy of attention to victims, and particularly in the Municipality of Medellin. It closes with an analysis of the political changes produced by the State intervention in the sector of La Loma and the forced displacement that occurred there as its consequence.
