Digital literacy results in the domain to organize, understand, evaluate and produce information using digital technology, but beyond the instrumental use of technology also involves other skills that enable citizens to strengthen their ability to learn, communicate and mobilize, in that way, referring to the appropriation of Information and Communication Technologies in a context in which citizens would be strengthened. From this perspective, there would be a clear distinction between use and ownership, as referring to the social appropriation, involves understanding the social practices that involve uses of technology. In Colombia should reflect on Information and Communication Technologies as participatory scenarios of social transformation and political resistance.
