Research exercise involved assessing and collating over the last decade (1999-2009) different operational progress, technical, legal and administrative as well as the evolution of institutional tasks, lessons learned and ownership of the subject by all local development actors, under the management of disaster risk reduction in the municipality of Pereira. The investigation picked up the experiences in the processes of care, response, reconstruction and rehabilitation of areas affected by the occurrence of catastrophic events on the international, national, regional and local levels and thereby identify strengths and weaknesses of the intervention policy adopted in the 1999 post-seismic reconstruction process, in order to define local administrative tools that realize the vision and institutional perception compared to how the issue should be addressed in the municipal territory, as well as local needs explicit management disaster risk.
