The use of mobile devices for communication has gone beyond a simple interaction means between two persons. Nowadays its configuration characteristics make them more than it, turning them into a palm or a pocket PC, with all the potential contributions obtained from informatics and telecommunications. This article is one of the products obtained from the research Project SYSTEM FOR THE INSTITUTIONAL REPORT OF INFORMATION THROUGH A MOBILE PHONE WITHOUT THE USE OF TELEPHONE OPERATORS, endorsed and recognized by the Research Center which belongs to Universidad Catolica Popular del Risaralda, in the context of the call 007. It collects the experiences and results obtained through the development and implementation of a software application, in order to use those potentialities in the organizational and university context, specifically, in the generation of applications for new ways of communication and report, using the mobile phone, a technological product which is affordable for everybody.
