This research aims to demonstrate how agro-industrial activity in fish, a national leader in the production of red tilapia fillet exports to the US market, Surcolombiana region in addition to industrial processes developed in processing and value added product , achieved its positioning as a result of research and technological progress in the framework of alliances and projects developed under the Triple Helix model, where they are involved institutions, universities and, of course, related companies. This allows us to infer the importance that represents the state and its institutions to generate potential opportunities for strengthening private entrepreneurship.
