The implementation of a comparative environmental management system for risk assessment of air quality in the city of Cienfuegos, is a useful tool to evaluation of urban air quality. In the paper a management model for environmental air quality in an industrialized city according to the new Cuban economic model. This also suits the government structures to municipal level and national environmental strategy. Management system is designed to organize the planning, emission control, monitoring immissions, communication, monitoring and control and continuous improvement.Comparative risk management is a critical axis for well results of the processes, performing data analysis, consultation and decision-making in the short, medium and long term, with the goal of improving environmental performance.
