This paper offers an approach of brain capital management regarding strategies, planning and development of a region, since currently for our knowledge economy this capital is viewed as the main source of wealth, prosperity and future growth. Consequently, this reflection whose development is based on Cities’ Intellectual Capital Benchmarking System, a methodology by Jose Maria Viedma Marti’s, which aims to manage the brain capital of Neiva –a Colombian city where there are great opportunities, natural and cultural resources and human talent, outlining a huge potential to become Neiva City into a competitive one. Also, as a Decision Support System –DSS–, lets strategic decisions making intangible products, allowing direct efforts and personal investment for better opportunities and business initiatives of economic areas in order to develop higher value products and technological content on a scientific and industrial basis to promote competitive advantage and employment generation, which allows also new knowledge.
