El presente articulo aborda el sistema presupuestal de los departamentos, distritos y municipios de Colombia, con- formado por el plan financiero, el plan operativo anual de inversiones, el marco fiscal de mediano plazo y el presu- puesto, como herramientas que contribuyen a lograr el equilibrio entre los ingresos y los gastos publicos para asi alcanzar la sostenibilidad de las finanzas publicas en el mediano plazo, asignar los recursos de acuerdo con las disponibilidades de ingresos y las prioridades de gasto, y utilizar eficientemente los recursos en un contexto de transparencia. The present article approaches the system presupuestal of the departments, districts and municipalities of Co- lombia, shaped by the financial plan, the operative annual plan of investments, the fiscal frame of medium term and the budget as tools that help to achieve the balance between the income and the public expenditures to this way reach the sustainability of the public finance in the medium term, to assign the resources of agreement with the availabilities of income and the priorities of expense, and to use efficiently the resources in a context of trans- parency.
