The forced displacement of communities is a serious violation of political, civil, economic, social and cultural rights of the affected people. This phenomenon is today one of the most complex issues in our country, and unfortunately the city of Manizales has not escaped from this fact. The city is experiencing a phenomenon even more serious and is the urban displacement caused by a macro general social interest, and in this sense, public policy or national or regional have measures that seek to prevent, protect, respond, stabilize and repair integrally the people who have been victims of this enormous project under the premise that the prevalence of general interest thereon, is directly affecting more than 20,000 people who can not enjoy or effectively defend their rights through the intervention of State, since they were never involved, nor asked, nor consulted his vision or the possible direct effects of the project.
