The present paper pretends to articulate the concepts of energy, environment and economic growth from a triple and indissoluble relation, which implies a necessary connection between the energetic market and clean energies in order to talk about the existence of an energetic law. This stems form the following problem: what has been the level of development and promotion of the renewable energies in the energetic policy of Colombia? In this paper our thesis is aimed to address the indissoluble relation between energy, environment and development and, therefore it is considered that energetic law must incorporate structural elements of the environmental law. Likewise, our thesis sustains the indispensable role of the energetic regulation as a mechanism to solve the energetic problems. Finally, we conclude that the level of development and promotion of the renewable energies has been very low and at times deficient since it has barely tackled the activities of promotion. In like manner, there is no evidence of a normative treatment articulated between the environment, energy and development, despite the fact that the Law 99 in 1993 indicates the environmental goals, nevertheless, it is not mentioned what the energetic and environmental articulation looks like in their normative guidelines.
