The present article describes how the fatal phenomenon of violence and harassment in Colombia is, principally, in school environment. This phenomenon is called bullying. Although, it has been analyzed from the end 70's in Scandinavian countries, it started in Colombia about 2000 year getting strength and stablishing by social media use. This special condition not only evidences a lack of national educative policies to attend and intervene the problematic, but also the forgetfulness education about the Human rights and peaceful resolution of conflicts in the high school. In addition, this problematic develops through what bullying is; its description of antecedents, general description of the phenomenon, how the relationship between the State duties and the phenomenon is, phenomenon's conception from a Constitutional court perspective, concluding on some suggestions to prevent this problematic in schools.
