Resumen A pesar del movimiento que inició aproximadamente en 1980, con la motivación generada por el inconformismo en las restricciones del software privativo, y aunque los beneficios con el SL (Software Libre) son tanto económicos como sociales, es desconocido por los usuarios finales, aun cuando lo utilizan a diario. En este documento se describen su filosofía y los beneficios que ha generado en el ámbito mundial, no sólo en países desarrollados como España y Francia, sino en vía de desarrollo, especialmente en Latinoamérica; también las grandes oportunidades que ofrece como motor de crecimiento de la economía y de igual manera la iniciativa que le apuesta a su implementación para beneficio de la comunidad del municipio de Flandes, que permite minimizar costos en inversión tecnológica sin alterar significativamente el desempeño de los funcionarios. Philosophy and the benefits it has generated worldwide are described herein, not only in developed countries such as Spain and France, but in the process of development, especially in Latin America, also great opportunities as an engine of growth economy and likewise the initiative to bet on its implementation for the benefit of the community in the municipality of Flanders, which minimizes costs in technology investment without significantly altering the performance of officials.
