Important work has recently (2010) been done by the IDB and other international institutions on water and sanitation in Paraguay. Likewise the master plan for the sector is being updated, employing one of the most important companies in the world, specialists in the sector, the North American company, Halcrow. There is the will on behalf of the international organizations to finance the investments, which for construction and equipment represent very large sums, greater than one billion dollars. The social demand is urgent and pressing. Is this effort, even as large as it is, enough to satisfy the needs for the provision of water and the development of the Paraguayan people? We consider that all this effort may be wasted or made useless without the appropriate operating models. The administration of this system is key for ensuring the use for the Paraguayan nation of all this investment (to a large extent, even considering that it remains as public debt). Our contribution is to propose a model of efficient public administration that responds to the popular social demand once the international consultants, constructors, and suppliers of materials and equipment have gone (leaving behind the public debt).
