This paper aims to facilitate planning strategies and improved strategies for promoting entrepreneurship culture. This article describes different initiatives at Valledupar’s universities. The researchers to archive these goals, starts with a characterization of administrative functions, teaching strategies and business plans. The present research is descriptive and qualitative. This research contents an analysis of interviews and documents of three Universities in Valledupar (Colombia). The main results shows that administrative strategies like creating entrepreneurship units, researches offices and external relationship offices are not thinking inside the Institutional Education Project and there are no administrative agreements. The universities, in this study, identifies and develops business plans, and creation of a company with seed funds. Two of these universities make research topics on entrepreneurship, like teaching strategies to promote, discipline, elective courses, modules, conferences, exhibitions, business plans, calls for ideas and blogs. They have made 173 business plans as undergraduate work focused 51% to the secondary economic sector, followed 40% towards the tertiary sector are mostly aligned with current regional production bets: agri-business. Universities perform their duties inside the enterprise ecosystem. The biggest limitation is the absence of specific guidelines for promotion of entrepreneurship´s culture.
