This abstract is aimed at reporting on the preliminary results of the researsh on the balance of Antanas Mockus secon administration period, in terms on formal and non formal citizen education. It is necessary to highlight this underlying theoretical and methodological principles, their impact and management from a political perspective. In the same way, this abstract is also meant to make a balance of the formation of citizen competencies in Bota's school supported by available documentation and state of arts.
