SMEs have become one of the most significant for the economies of the countries in the world due to its contribution to economic growth and wealth generation productive sectors. Colombia is a country whose economy is supported by small-scale enterprises where SMEs , together with micro, representing at least 90 % percent of the national business park and generate 73% percent of employment and 53% percent of gross production sectors : industrial, commercial and services . However the importance of SMEs in the economy, they face a number of problems that stagnate their development, among which is the issue of information technology. Therefore we have tried to do research where the main goal of the project is to study the implementation of ICT to make small and medium enterprises (SMEs) in the department of Boyacá, studio that developed under a qualitative and quantitative methodology using an questionnaire composed of 74 indicators proposed by ECLAC and OSILAC , a total of 486 SMEs belonging to different economic sectors. Where the results obtained through the present study was able to obtain evidence that SMEs still do not recognize the investment in information technology and communication as a competitive factor
