Models of innovation and technological development of Colombian cities follow traditional patterns that are not very dynamic. This is reflected in the low participation of users and entrepreneurs in creating new applications and services orientated to citizens. This paper proposes a new software platform, whose architecture serves as basis for promoting urban initiatives led by user communities, private and public companies, and telecommunications operators in Colombian cities. The new platform is called Urb@naLab and it uses the Living Labs approach to create new innovation systems based on Information and Communication Technologies (ICT).
