In early 2007 the Colombian government introduced the Strategy for the Strengthening of Democracy and Social Development 2007-2013. This strategy is considered Plan Colombia's second phase and it seeks to garner support from the international community to consolidate the Plan's goals as well of those of the Policy of Democratic Security. This article analyzes the content of Plan Colombia II in order to identify the reasons for extending this strategy and the changes it contains compared to the initial plan. The author also highlights possible implications for state actions vis-à-vis the armed conflict and Colombian relations with the United States.
