This article seeks to make a contribution to the understanding of the development processes and planning in Cali, mainly from the voices of its community, institutional actors and of non government organizations. In this address, it is important to stand out the local, qualitative studies that give bill of the sense, the logic and the dynamics of human actions and you sum up. This way, the development and the planning stop to be an abstraction, faces and voices are recognized, speeches and practical.
