A university teaching-learning model based on competences is a challenge that involves not only a methodological innovation in teaching but also technological, for the use of virtual learning environments designed specifically for skills development from contextualized tasks chords with the professional profile being formed and eventually changes in the tools and techniques of evaluation.The development and validation process is presented in this article, in relation to innovation in assessment by experts of a skills assessment tool based on the use of rubrics, to apply to university education in Computer Engineering in Argentina.The design part of the definition of powers and go through the validation of the heading by 10 experts.Heading generated is offered in conclusion.
