The impulse that gave the ecclesiastic hierarchy to the development of the JOC must be interpreted in the context sealed by the working conflict, activated by the strikes of the sugar unions. It is held as hypothesis that, in this frame, the JOC acquired special relevancy as an alternative proposal of the Church to be inserted into disputes over unión leadership model. The Church offered across the JOC a model of working catholic leader, under the values of productivity, conciliation of classes and opposition to the strikes as method of protest.
