Connecting rural population to the world of digital technology, thus to free information, is an important social challenge in developing countries. Educational institutions in rural areas generally remain isolated because there is no access to or exchange of information. This paper describes research-based design and implementation of a system that integrates educational institutions in the rural municipality of Cajamarca (Tolima –Colombia). A traffic load study justifies the choice of technology to be 3.5G Internet connection.
