Do Reforms Contribute to Social Progress? Water and Sewerage Provision and Child Mortality in Colombia 1990-2004 (¿Contribuyen las Reformas al Progreso Social? El Caso de los Servicios de Acueducto y Alcantarillado y la Mortalidad Infantil en Colombia 1990-2004) (Spanish)
This article analyzes the impact of the Colombian water and sewerage provision reforms, on child mortality and access rates. A reform indicator is defined by considering the entry of a new operator, different from local government. Using a difference in differences methodology, the effect of reforms in access and child mortality rates by infectious and intestinal diseases was estimated. The results show that local government provision can achieve better outcomes than specialized operators in the reduction of child mortality. In addition, it was found that private participation is not related to child mortality reduction.
