The paper identifies the place of social inclusion policies and the value of partnerships within the Colombian constitutional framework. Using two case studies, there are dynamics that have generated new theories of development and governance in public actions and the impact they have had on other players. This research is a methodological reference to guide the actions of actors, both public and private, committed to social goals established in the new political and economic framework.
