To the controversial and wrong path of the populism phenomenon has added the (neo) populism, both to provide a detailed account of experience in politics in the 90’s decade, and to characterize exercise power modalities in the present fulfilled on various Latin-Americans governments. Within this framework, the objective of the present article is to combine some of the conceptualizations and theoretical disputes in the empirical exam in the subnational area (Neuquén, Norpatagonia, Argentina), hegemonized –since 1963– by the Movimiento Popular Neuquino (MPN).
