By this present article, it wants to be shared with the academic community interested in the formulation and evaluation of the public politics; the methodology and also the main results obtained in the investigation carried out through the covenant organizations among the network of public universities Alma Mater and the “Alcaldia de Pereira. This investigation includes the evaluation of all the programs and projects statements in the development plan and is carried out in the city for the first time, being a pioneering exercise even to national level. It intends to show in this article the most technical elements that made possible to carry out this investigation such as the methods of sampling used, the poverty indicators calculations.
