There have been different instruments proposed by the environmental authorities to diminish the environmental negative impact generated by the lack of a solid waste management plan. The Metropolitan Area of the Aburrá Valley (AMVA) produced, together with the Metropolitan Resolution 10202-000526, a guide in order to gather and unify the criteria about the formulation and implementation of the solid waste integral management plan (PMIRS, in Spanish) in the companies, institutions, and neighborhoods. Nevertheless, in the process of formulation and implementation of the PMIRS in neighborhoods there are difficulties that in many cases diminish the efficiency of this process. In this work we will expose some of these difficulties.
