The social guidelines are powerful tools to improve new relationships between industries, authorities and local communities, to establish appropriate rules to move from a culture of confrontation to a culture of dialogue, increasing levels of information, communication and participation, in the context of the Colombian Constitution and of the actual social and political conflict.IntroductionIn the hydrocarbon sector it has become one of the most important propelling factors for the national and international economies, generating in turn numerous and complex impact issues in ecosystems and their inhabitants. These impact issues must be confronted decisively through environmental and social management based on respect to ecosystem diversity which has been widely acknowledge in the 1991 constitution.Environmental management, articulated with social management, must consider all actions leading to prevent, mitigate, correct and compensate the impact assumed by the environment along with the design and implementation of Environmental Managing Plans for all operations of the hydrocarbon sector.Within this framework, the social management is conceived as the necessary actions to guaranty the coexistence based on respect and to establish the dynamic social relationship, democratic and participative between al actors: companies, the state, the private sector, the non-governmental organizations and the population localized in the territory of influence. Problems should be confronted and detected during workshops, such as compliance with new legal requirements, to commitments assumed or "liabilities" left by the same companies or by the contractors, the difficulties in the information and communication processes, the consequences to build enclave economies.The guidelines constitute then an instrument that, without being a "recipe" or a "checklist", do in fact set a north to social management, identifies the elements to be considered at any moment and place, confronting the different circumstances currently existing in the country, assume the diversity in the ecosystem, social and cultural structures, open spaces for agreement attitudes between actors, to guaranty the optimisation of the resources, complying therefore with the requirements of the law and current standards.It is the result of a work developed by the Institute of Environmental Studies, of the national University of Colombia (Instituto de Estudios Ambientales de la Universidad Nacional de Colombia), in MedellÍn, in close cooperation with the Colombian Petroleum Association (Asociación Colombiana del Petróleo), ECOPETROL and ECOGAS.The guide was elaborated as from an analysis of experiences recollected at national and international level, from the revision of a broad bibliography, from workshops held with persons responsible for social and environmental management of several companies, from interviews made to experts, and a wide range of discussions with a group of professionals responsible for its formulation.Initially, the guide considers the context and conditions where it must be used; then it wholly develops itself; finally, it presents the applicable law and norms trusting they work if the social management is correct.
